They tried to take what they did with Saints Row The Third and recreate it.
They did an okay job.

Yeah they really dropped the ball on Saints Row, all they had to do was appeal to the people who played it as kids with more over the top goofy gangsta style, but no. They had to make it modern. I still bought it but the developer was basically shut down as a result of how badly it did.
