I never even see my neighbors. Much less hear them. One of them does keep throwing peanut shells in my yard which I find aggravating but I have never caught them doing it.
Perhaps you should move if you have the means.

Is there any chance your landlord would allow you to move to a top floor apartment? That way you wouldn’t hear footsteps, etc. above you.
