I’m on your side but I’m wondering if you are doing anything to provoke your neighbors? It doesn’t seem like they would start so much trouble without a reason. Maybe a good idea is to keep your side of the street clean and not do anything to them. If they keep constantly bugging you without a reason and you aren’t doing anything to them, it would make them look bad if the police or the manager steps in.

usually these suckers will bow out
if you just exercise your rights to be there too
and prove to them that they don’t scare you
