Noises from upstairs would be horrible for me, but I don’t care what kind of noise my downstairs neighbors made. I would just ignore it. And I would smile if my neighbor downstairs made a lot of noise just to capture my attention. Hope you can learn how to ignore an insane neighbor from the bad posotion of downstairs.
While I don’t doubt that the lady downstairs is making loud noises, I don’t think she is doing it deliberately to annoy you however I could be wrong. I have some noisy neighbors. I have been the noisy neighbor. Expecting that people will make random loud noises is part of living in an apartment environment. I worry not about her making noises but about your believe that she is reading your thoughts to know when to make them. For a long time my husband believed that our downstairs neighbor was purposely turning on taps or flushing the toilet whenever he showered just to mess with his shower. Nothing I said could convince him otherwise. They have to have more going on in life than to sit there waiting for him to have a shower. Or in your case just waiting for you to relax. We currently don’t have a downstairs neighbor and guess what? His shower is still being messed with… It’s just old plumbing.
I’m sorry this keeps happening. It must be frustrating to deal with.
