I’m deemed to lack capacity, they are stealing my money, no control where I live (group home) No control about the injection. Because I lack capacity. Whats does this mean?

This has been going on 10 years, they’re stealing my money. The other day it wasn’t about stealing my tablets or running away… Nothing has changed since then - But they are out to get me.
My opinion is that Billy is unable to understand and use and weigh information related to financial matters and therefore does not have capacity to manage his own finances.
To my mind, having the appointee in place is a preventative strategy for Billy’s mental health. It reduces the stresses he might experience should he become subject to unmanageable debt and helps him keep his spending on alcohol within a reasonable limit.
Billy’s press for this assessment seems to be less about his actual financial situation and is more related, to some extent to a need for control, but also for security. He is clearly uncomfortable with the idea of living with a stranger who demonstrates what he considers to be dangerous and unpleasant behaviours. I would urge colleagues in social care and at Eden to consider how Billy could be given assurances and / or make a contingency plan.

I don’t think you can manage, even I am getting a secretary with all the paperwork and Im a professional. I am appointing this secretary in case I finish up like you so no one can touch my money except this person who is a close friend of mine. Just forget it or try changing the person managing your affairs.
The phrase “does not have the capacity to manage his own finances” just means you’re not able to do it. You don’t have the means necessary to do the things that need to be done. So they’re appointing someone else to help you stay out of debt.
