I really want to turn them in for mistreating their dogs tied up in the back yard but they are crank dealers and I fear they might retaliate and hurt our cars or dogs or something…so I keep away and try to ignore the dogs out there freezing…they never pet them or hardly feed them…they seem o k weight so I guess I just don’t see them feeding the dogs so much…it’s getting ready to be 11 and 17 degrees two different nights I wonder if the dogs will die.
You can make a report anonymously. Your neighbors won’t know it’s you.

the crank dealers would know it was us…we called in the other neighbors once for keeping their dog in a kennel without feeding it…I am pretty sure I can’t report them.

Ask someone else to report it or tell someone you know cares or have a caring visitor visit your home and they might report it.
Peta deliver straw and blankets to dogs but it’s ilegal to keep them outdoors when it’s really cold .
I understand you don’t want them attacking you but there must be someway that it can be reported.
are they long haired dogs or shorthaired like pitbulls? i wouldn’t call in and start a war unless you can finish it. can you talk to them, friendly like? just let them die, they will learn! sounds kind of harsh but what can you do.
Not petting them is not enough to report them, nor is you not seeing them feed the dogs if they are at a healthy weight. They would have to be tied up contantly, be visually diseased in some way. Being physically hit or abused. Have visual scaring or injury that at least fits some kind of continuous maltreatment…
Our neighbor at one place kept their dog out back on the porch for so long ignored. That dog would bark for hours and they would ignore him out there. He had to go to the bathroom on the porch a few times. I’m non confrontational so I never did anything about it, but the barking was a real disturbance.
So sad! What a horrible predicament to be in. However, i tend to agree with others here…as much as it breaks my heart to say it…but you probably shouldn’t report them, especially if they would have a fairly good idea that the call came from you.

he said its cold 10-17 degrees. i might say something if i was brave. like it sure is cold hope your dogs will be ok, in passing conversation. they are kinda preoccupied
Have you talked to the neighbors about it? Maybe just a polite conversation pointing out that it’s dangerous to leave dogs out in the cold. It doesn’t have to a big, ugly confrontation. Just say you are a dog lover and you are worried about their dogs. If they get nasty or rude just walk away, and hey, at least you tried.
My neighbor upstairs is an ashole who drinks. Sometimes I’m scared, sometimes not. Right now he’s being an as, I’m careful, he’s a big guy, but I can’t just sit back and take childish abuse so often. I have cussed him out a little and said nasty things. WTF else am I supposed to do?
It’s a tuffy. But as an alternative could you offer to feed their dogs or walk them. I have good neighbors so that’s easy for me to suggest but you could try the old Maxim in action that the people who are the hardest to love often need it the most. Who knows. I don’t agree with the situation but fear is a big speed bump sometimes.
Offering to walk them is a good idea.
I used to walk my neighbors dog.
You could then give it a warm thick blanket as a gift.
Just say you love dogs and don’t have one of your own and would love to help out.
Might be scary talking to them though.
Can you give the dog a blanket without getting noticed…
