Yes there are for example some subreddit for seeking new friends:
You can find friends in real life by joining groups for your hobbies, volunteering, or groups for people with mental health issues.

I think I spotted a friend in the wild once, but I didn’t have my friend catching gear with me, and it spooked before I could get close enough
