You could make a non-emergency call to your police department and let them know what you saw, just in case anyone else reports something similar. Other than that, not much else you can do. You can talk to the person who lives at the home and let them know what you saw as well, and let them know a dude was claiming to live there.

There is this homeless woman who is a drug addict that always asks me for money. Last time I saw her she tried to make eye contact with me but I ignored her. She didn’t beg me for money at that time. I know she’s on welfare and shoots heroin for her money. Then she begs for money from strangers. Point is, don’t make eye contact with strangers nor talk to them if you don’t have to. But it’s good that you were polite and neutral. Boundaries are important! If someone is crossing your boundaries and makes you uncomfortable then something is probably wrong.
I’m in favor of this. This guy sounds like an experienced liar to me. Let him know you aren’t going to let him get away with anything illegal where you live. Lock up your valuables - power tools, cars, and anything else that might be tempting for a burglar. I am able to have some compassion for this guy, but not as long as he is casing a neighborhood. He needs help, so report him to authorities.
The neighbours spent the first three months we lived here watching us. I guess the previous renters were something else. They like that the yard is kept up, the house is decorated for each holiday, there are no wrecked cars parked out front or on the lawn, the police don’t show up every few days, etc. If you’re on my block you need to assume someone is watching you because they are.
