Sometimes at night I get scared there’s someone outside my window looking in. If I hear noises outside I get scared they could shoot me through window. But that doesn’t happen much as I sit near upstairs window so people can’t stand outside. If it’s downstairs I shut curtains at night

Seriously though, neighbors just can’t hassle you or your friends. The counselor where I live told me to document any trouble or harassment. She said record them if they make a lot of noise or disturb me. I told her it’s more subtle than that and she told me lawyers aren’t going to take into account, “mindreading” or 'head games" or “they’re doing something to me” or “controlling me”. Lawyers work with hard evidence.
