As a general policy here, if a user has, in our opinion, posted a number of against-guideline messages such that we’ve had to suspend the user a number of times for it - we lower the person’s “trust level” in the forum software back down to the lowest level. This entry level status of user has a number of restrictions that include inability to do PMs or post links / pictures.
With time and appropriate behavior that follows the guidelines - the trust level will again go up.
