The right stewardship is required.
For example, vehicles that don’t consume fuel at all,
or have superb fuel efficiency have to enter the mass market,
as well as autonomous vehicles(that don’t require a driver).
If he launches from the edge it will be cheaper, they just need to tip it off. He could balance it on the edge and get a cat to launch it. They are good at knocking things off the side.
