No, it is not frozen.
This area in our water system is a part that never freezes even when it is -30 celcius, that is why ducks like to be there and there is the feeding area for ducks. When I was six years old and walked to my kindergarden I used to feed these ducks.
Some people are saying that the Siberian freeze is coming here and so we have colder here shortly, let’s see how it goes, I did ride my bicycle when it was -17 celcius, it is actually warm if one wears warm clothing, I lived my young adulthood in warm temperatures such as in Southern USA and traveled in warm places such as Venezuela, but now I am ok too with this Siberian freeze.
Some other people like cold temperatures too …
