I guess I wasn’t wrong…the monies for the medicare savings program come from medicaid according to that article…so you need to contact medicaid to see if you qualify for the medicare savings program…I was right the first time…so confusing.
They increase it every time there is a raise.
I get extra help like @Bowens so I don’t pay the Part B premium and the state covers whatever Medicare doesn’t cover. Also the state pays for my meds save for a small copay.
I had to meet income guidelines to be accepted into these programs. Setup a meeting with your case or county worker so you can understand what programs are available and how you qualify.

My dad elected not to get the Part B which is clinic coverage and maybe some tests. He now wants it 4 years later but now he is going to be severely penalized on a monthly basis. I don’t know how much but it will be substantial.

It’s extremely confusing but I think you need to contact Medicaid for paying of your part B through the medicare savings program…and then also need to apply for extra help of you want help with medicare part D costs…I do not believe “extra help” pays for part B. I think we are getting the two mixed up here.
I did the easy thing and just went to the county social services to help get setup on these programs. You are right as it’s very confusing. I haven’t had to think about it for a decade.
According to what I just read though…if you qualify for the medicare savings program you automatically qualify for extra help. so I would make that your first step. If you qualify for the medicare savings program , you probably wont have to apply for extra help separately.
If you do not qualify for the medicare savings program then I would apply for extra help separately.
It is really clear that Itis unclear as to how to understand this stuff.
Mrs. Jayster frequently goes down to the Senior Center and gets a volunteer there to help her sort out the paper work.
Thanks @Bowens this is a lot if good info for me. I want to make sure I get the best care when I transition from medical to Medicare. I really hope I get to keep my provider. I know they work with Medicare. i guess I will have pay for health care after the transition.
