This article shows also what the state of bed places is in psychiatric institutions today in Finland, in the 1980s there were 20000 places and today just 4000 places, the same thing has happened in my little town when the number of bed places was dropped from 25 to 15 in our local psych ward. I suppose this is a worldwide phenomena.
In the UK things are just as bad. A few years ago they were going to have to send me 300 miles away because there were no beds in the local area. Luckily one became available just in time locally. There have been many stories of people being sent all over the country, and even between England and Ireland. Sad thing is that a lot of them are children as well being separated from their families.
