My boss is incompetent but my big boss is Nice. How to deal with it? Mouth shut right?

Transfer to different department if possible.

What does the boss do?
Yes, your boss can fire you and write you up.
In the end if their boss sees your department as a problem, they will replace your boss.
If you want something done, you can ask your boss if you can take inititave in taking on a task.
Don’t be tempted to go above your bosses head.

Chain of command. Don’t go directly to your bosses boss. That’s what your boss does.
