I can browse but site interactions might not work.

It’s a mode you put the discussion forum software into to prevent changes being made while you’re performing a software update. You can have things blow up when both you and users try to change the same part of the database at the same time. Just means that @SzAdmin is behind the curtain pulling levers and making things better.
