PowerShell is a Framework accessed through a windows terminal that is called PowerShell. I think you should start with Linux and working yourself up with it until you can build your own Linux, and make a Distribution out of it. But that is not something what comes easy, I can not do such things. With PowerShell you can configure, manage and automate systems. Because you can not build your own Windows, there is just Linux or BSD that is open source available.

I want to add that I also had such thoughts, the realization of reality is another dimension.
