I would contact the insurance and ask them what to do. It seems unreasonable that a doctor that is covered by the insurance is refusing to take you on. Maybe the insurance can step in and intervene.

Drs are allowed to refuse patients where I live. It’s unfortunate and unfair, but it is what it is. You’ll have to go to a dr farther away.
