Penal institutions are more commonly called correctional institutions, now. Do we have the strength to correct without punishing?
Sometimes you might need both punishing and correcting. Do you wish only to correct a murderer, or do you wish to punish him as well.
I have a punishing personality and I don’t like it. Correctional, I’d prefer, get the murderer off the streets and work on understanding and forgiveness during time.
