Maybe take a cheap drawing class at your local community college? And there’s some great books about drawing too.

Learn by doing? Gotta pick up the pencil, pen, brush, etc.

‘good’ is subjective and individual to every artist. study what you want to improve on, like anatomy, color theory, perspective, etc. its important to just keep doing your art how you want - what makes you happy. and when it stops making you happy, try something new!
ultimately, the way to improve your own art is through practice (as cliché as it sounds, is extremely true)

By getting a drawing book. There’s a lot of different genre of drawing like a book on how to draw anime.
