Kitties are pure love. Percy is one lucky little guy.
When we got our Tink Tink, we learned that she had been through a lot. She was badly abused as a kitten growing up, and when she was finally saved, she scratched everyone. Everyone except my youngest brother. She had been adopted and returned about 3 times, each time getting worse; they were thinking of putting her down. Fortunately, my brother fell in love, so we brought her home. She began exploring immediately, which I found odd, but every time someone approached her, she’d scratch. At some point, she found a spot in the couch corner and laid there, because that night, I heard her scared meowing, so I came out of my room, got myself a bowl of cereal and sat by her. She hadn’t eaten all day, and when she smelled my cereal, she kinda looked at me, so I offered her some and she happily drank an ungodly amount of milk and then snuggled up against me and fell asleep (I slept there too, lol). It was our first bonding moment. Here she is today:
@Naarai I think it’s really great that you rescued Percy. You sound purr-fect for each other and will become the best of buddies! 
Percy seems to be adapting to you and to your flat quite well. The fact that he’s already on your bed (rather than hiding under the bed) means he’s settling in well.
Incidentally, some cats are pretty “talkative” and like to meow or vocalize. It doesn’t necessarily mean they are frightened. Also, didn’t you mention Percy was hearing impaired? It’s possible that he is meowing loudly partly because he can’t hear himself meow.
I like your idea of setting a chair by the window for Percy to look out. This should help him get up to window height relatively easily, especially since he only has three legs.

Has he used the litter box yet? I’m sure as soon as he starts using it he’ll get used to it. When we switched cat boxes with our old cat she didn’t go in, ended up laying a very big business right in front of the box. I picked her up and gently placed her in the box, she started feeling the sand with her feet, and immediately went number 1. She had no trouble going to the bathroom in the new box after that.
It’s common for a cat to be stressed in a new environment. Chloe, our newer cat, hid underneath tables and beds for the first week. She was rescued from a high kill shelter and had to be treated for ring worm initially. She lives with my grandmother now and loves to play in the garden.
