Basic User granted 15 posts daily? Is that correct and how to have more privileges

I remember the first time I signed up and posted only then was notified by the system, after 17 hours can continue posting again (almost 8 hours old member that time).
So sort of I am reaching that limit now and wonder if I cannot keep posting (for example, replying to my own topics). Is there a list with what trust level a member can do and cannot?

I do believe this site uses these guidelines.
