What you say is true, that they can be very successful. but yhe problem is they do ruthless but not illegal things to get and keep that success.
If do choose to take their chanes with the law, they are difficult to catch and stop once they gain a certain level of wealth, perstige and power.
Enron bankers would be one example in business. Another would be the mortage brokers that caused the housing bubble during the recession in usa during 2007 - about 2010.
Thousands of people lost theor homes.
