Where are forum rules?

I never found this forum’s rules list, all other forums send them to new users and stick them as the top topic permanently.

I know I shouldn’t tell someone to slightly increase their meds even if it saves their life like it did for me and my psychiatrist was ok with it because I am no psychiatrist and its illegal.
