it means a sanctuary, protection granted to those in need. Therefore, insane asylum is not a derogatory term but has lost favor in common usage, possibly because of abuse that happened in such institutions.

I think asylum should be brought back for the mentally ill that are non functional, Iām not referencing the asylums of the past which had plenty of atrocities done towards the mentally ill. I mean re-ramp asylums are better than keeping mentally ill people on streets who are homeless due to their very severe mental illness.
