Is it? I don’t hunt much bird…so i may be wrong…but if I was hunting birds I probably wouldn’t shoot at the one I had in my hand…I’d aim for the 2 in the bush…

in methorical sense it really means a girl-friend with you, is worth more than two that’s not your girlfriend

I looked it up…while I don’t disagree with you…the bird in hand is actually a falconer phrase…the trained falcon hunter in your hand is worth at least 2 prey items in the bush…hmm so it was a bird phrase we adapted into what its perceived as today…
