What is the highest level of member and what are the requirements. Does it give any special powers? Maybe it’s an award or something.

It’s TL4 and anything above TL2 is impossible to attain.

Member is the name of trust level 2. New User is the name of TL0
Does TL3 have a name?
I believe it is Regular. But we don’t really use TL3 here.
I got to ask, what about TL4
