If you don’t go out anything of your house… Social services come to your house to make you go out or not? Or you can be without going out?
I’m sure you can see them without going out.
As long as you are well and your bills are paid no one should be making anyone go anywhere.
"are well "means you are not sick, you have food to eat and clean clothes to wear. It means you are not suffering in any way.
Bill means keep the payments done on the place your staying.
