You have to think , what will you lose telling him? Nothing, it may be slightly awkward, you might both feel flattered by his response who knows, thats life, nothing ventured, nothing gained

That sounds like a reasonable thing to say. Even if he isn’t interested romantically, perhaps you two can be friends afterwards. And if there’s low chance of you bumping into him on a daily basis, what harm could come of it? You have nothing to lose and everything to gain.

I’d take my chances and let him know how you feel if I were you. You don’t want to be one of these people that are regretful about their past constantly thinking about “the one who got away”.
