Did they grow up with their mother? It sounds like they either didn’t or their mother didn’t do a very good job.
I recommend playing with them before food time. And I also recommend a slow feeding bowl. Basically it’s a bowl that makes it a little more difficult to eat so they can’t just devour it.
As for the counters they make motion sensing cat deterants that will blow a gust of air at a cat that goes where it’s not supposed to. Might help keep them off your counters
