Possible practical change: If I sow will I reap?

I am thinking to make some practical change. Do you think a mentally disabled has any chance to find a job overseas and become as ICT professional?
So I have created a standard profile on www.seek.com.au
I have uploaded my resume from
www.mystarjob.com/profile/bookhanming
Because of frequent job hop in the past, I have a bad resume.
Furthermore, as a tourist visa holder, I do not have the right to work legally here.
Are those just my dream?
