Yea on iphone safari it seems you have to clear both cache and history at the same time. With chrome you can do them spearately.

The sertings bar can be hidden by hitting a little arrow in the corner. Maybe you accidentally hit it?

I have never used an iphone so this is just a guess, but instead of clearing the cache from inside the browser (Safari), can use view your apps and clear the app (Safari) cache from the app in the system settings of your iphone? The reason I ask is because you can do this with Android.
