This seems unlikely to pass, but even raising the minimum age to 30 or 40 could do a lot of good.

It would effectively amount to a smoking ban on the US island by 2024 despite already having tough laws on cigarette sales.

News headline mid-January 2024: “Hawaii’s only 100-year-old resident buying 500,000 cigarettes a day.”

I would agree to raising it to age 40. I think most of us were youths when we got hooked.
