A federally funded program called LIHEAP is available in a lot of states for low income households. It’s a program that once a year will award you a lump sum to help pay your utility bills. You can download an application online or maybe call someone to mail you a paper application.
I applied last year and got a $315 dollar credit to my utility company. The $315 lasted about 5 months where I didn’t have to pay a utility bill. You may be awarded more than $315 or you may get less.
