I don’t think so. If you are worried about it cover your camera with something you can easily remove.
Not Usually Mate. You can always block the camera in the windows settings. Im currently watching a few twitch streams on WatchDogs 3 for tips lol.
You could just unplug it.

I have a little piece of post it over my camera for when I’m not using it.
I think I’m at very little risk of being spied on, but it gives me peace of mind.
I did the same thing for years. But now I force myself to leave it off to try and actively work on the belief I’m being watched, followed, etc
